The area between the Mall and Georgetown in Washington, DC derives its name from either the fact that the low-lying area would fill with fog off the Potomac river or from the area's factories that would emit smoke and fumes. Mostly barren, the area around Virginia Avenue, NW boasts the newly constructed Pan American Union Building that occupies the lower right of the photograph at the corner of B Street and 17th Street, NW. Across the street from the Pan-American Union is the Washington Canal lock keeper's house, a reminder that the Washington Canal was filled to create B Street. In the left center of the scene on the shore of the Potomac is the Christian Heurich Brewery, built in 1894, and to its right, the old Naval Observatory, constructed in 1844. In the distance above the center of the photograph the spires of Georgtown University can be seen. Crossing the Potomac from Georgetown to the small industrial town of Rosslyn, Virginia, is the Aqueduct Bridge.

Development has dramatically transformed this once barren area of Washington. The Mall extends to the left and now includes a lake and Constitution Gardens. Still present at the corner of Constitution Avenue (formally B Street) and 17th Street, NW are the Organization of American States Buidling (formally the Pan-American Union) and the old lock keeper's house. The area is now dominated by government buildings that include the Department of the Interior, above the Pan American Building, and the Department of State, left of the center. The John F. Kennedy Center for the Performing Arts, completed in 1971, occupies the land where the Heurich Brewery stood and the Watergate Complex, also finished in 1971, can be seen at the top of Virginia Avenue. Georgetown University can still be seen, while the Key Bridge now crosses the Potomac to the base of high rise office buildings in Rosslyn.
